
False Codling Moth: Why Zero Tolerance Changed Everything for East African Roses
EU border checks on Kenyan and Ethiopian roses tripled, and 2.1 million Kenyan stems were destroyed in a single year. A practical look at what a Systems Approach demands from a farm.

No single issue has reshaped East African rose exports as fast as Thaumatotibia leucotreta — the false codling moth. What began as an interception problem has become a structural compliance cost for every farm shipping to the European Union.
The regulatory timeline
From 1 May 2024, the EU raised the minimum frequency of plant-health checks at its borders on roses from Kenya and Ethiopia to 25% for both origins — up from 10% for Kenya and just 5% for Ethiopia. Then, from 26 April 2025, EU Regulation 2024/2004 introduced zero tolerance for FCM on all fresh cut roses from Kenya. Kenya was given a deadline of 26 April 2025, later extended to September 2025, to stand up an FCM Systems Approach guaranteeing that exported roses are free of the pest, with documented monitoring, consistent control measures, and verification by the Kenya Plant Health Inspectorate Service (KEPHIS).[1]

The earnings decline is not entirely attributable to FCM, but the link is direct: rejections plus the compliance cost of adapting to new phytosanitary requirements account for a large share of it. For Ethiopian growers, the lesson is that the inspection rate moved from 5% to 25% without Ethiopia being the origin of the problem. Regional reputation is shared, and so is the penalty.
What a Systems Approach actually requires
A Systems Approach is not a single treatment. It is a layered set of independent measures, each of which reduces risk, and — critically — each of which must be documented well enough that an auditor can reconstruct what happened to a specific consignment weeks later.
- Scouting and trap monitoring on a fixed schedule, with counts recorded per block rather than per farm.
- Defined action thresholds, and evidence that intervention actually followed when a threshold was crossed.
- Crop protection records tied to block, date, product, rate, and operator — with re-entry and pre-harvest intervals respected.
- Field hygiene: removal and destruction of fallen and infested buds, which is where larvae survive.
- Packhouse inspection with a documented sampling rate, and a rejection log that ties back to the source block.
- Consignment-level traceability, so a single interception can be traced to specific blocks and harvest dates instead of quarantining your whole farm.
The FCM challenge cannot be solved by individual farms alone.
That quote captures the coordination problem. One farm with immaculate records still gets hit by a neighbour’s interception raising the border check rate for the whole origin. But the inverse is also true: the farms with real traceability are the ones that survive an interception without losing the buyer, because they can prove the scope of the problem is narrow.
The record-keeping gap
In practice, the binding constraint on most farms is not agronomy — it is documentation. Scouting counts on paper get transcribed weekly, spray records live in a separate ledger, packhouse rejections are tallied in a notebook, and nothing shares a common block identifier. When an interception arrives, reconstructing the chain takes days, and by then the buyer conversation has already gone badly.
